Encompass Innovation Series 2 -
Nearly 200 people took part in the second Encompass Innovation Series Event at the Palm Beach Gardens Marriott on June 4, 2009. The Encompass event focused on three of the County's dynamic industries: Aerospace/aviation, Business/ financial services and Marine industries.

The event was supported by Encompass Grand Sponsor National City, now part of PNC. Each industry had its own interactive discussion forum. The Business/Financial Services industry was kicked off by Cressman D. Bronson, vice president, senior relationship manager for National City, PNC. PNC is the fifth largest bank in the country. Also taking part in the financial services discussion were: Pat McKay, partner, Templeton & Company, one of the largest public accounting firms in South Florida and Mike Tobey, national branch manager, United First Financial.

Somers, acting site lead and director of mine warfare, Lockheed Martin in Riviera Beach.

Leading Life Science Company to Add High Tech, High Wage Jobs in Palm Beach County - A Palm Beach County pharmaceutical company is expanding its operations and creating new jobs after receiving business expansion assistance from the Business Development Board of Palm Beach County and financial assistance from the Town of Jupiter Economic Development Fund and the City of Palm Beach Gardens.

Sancilio and Company, Inc. (SCI), with corporate headquarters located at 3874 Fiscal Court, Suite 200, Riviera Beach, FL 33404 (www.sancilio.com) is a locally owned pharmaceutical and product development company focused on both branded and generic pharmaceutical products.  SCI currently operates two facilities:  a main office, production and warehouse in Riviera Beach and a 4,500 sq. ft. research laboratory in Palm Beach Gardens. Currently, SCI employs 25 people.  Up to 25 new jobs will be created over the next year with a wage 115% of the county average.

Smart Start Palm Beach -   Smart Start Palm Beach focuses intensive efforts on the building blocks of economic development that can make Palm Beach County a more attractive and cost-effective business relocation address for companies around the world.

The program includes  the Shovel Ready Site program, the Expedited Permitting initiative, Palm Beach:  HQ and the Business Retention and Expansion Visitation Program.  Here are some recent updates:

SHOVEL READY SITE PROGRAM
The Shovel Ready Site program committee is busy laying the foundation for the unique program. The Site Certification Program will identify, analyze and rank the shovel-readiness of vacant commercial land throughout Palm Beach County. The BDB is working to create this first of a kind system that will create a registry and analysis of land that will ultimately provide instant, consistent information for corporate relocation experts. Currently, there is no true unified system or database of land in Palm Beach County or in the state of Florida.

At the last meeting, Committee Chairman, Ryan Johnston, gave a summary presentation outlining some of the responsibilities for the group. At the next meeting, the committee will finalize a checklist, an application process for property owners including a cover letter, program information and benefits to participation. The committee is developing an action timeline with a goal of having 10 property applications underway by the end of 2009.
 

EXPEDITED PERMITTING
Palm Beach County Adopts Expedited Permitting Resolution
The Business Development Board of Palm Beach County,Inc. is applauding the approval of the expedited permitting resolution by the Palm Beach County Board of County Commissioners. The initiative sets the stage for streamlining economic development projects for companies moving to or building in Palm Beach County. 

The Business Development Board has written recommended language encouraging municipalities across Palm Beach County to implement an expedited permitting process. The cities that have adopted expedited permitting include: Jupiter, Palm Beach Gardens, West Palm Beach, Boynton Beach, Greenacres, Delray Beach, Boca Raton, Royal Palm Beach, Wellington, Mangonia Park and Lake Worth.  Click here to read more on expedited permitting.

BUSINESS RETENTION & EXPANSION VISITATION
Business Retention and Expansion Visitation Program is designed to assist companies in a door-to-door and city-by-city campaign to keep companies and jobs here. The Business Retention and Expansion Visitation Program is designed to assist businesses that may need a one-stop resource for solutions to serious problems. The effort is aimed at doing everything possible to keep good jobs in Palm Beach County from moving elsewhere.

Cluster Activity in Palm Beach County - The Business Development Board focuses its efforts in several key industries in Palm Beach County that drive business expansion, relocation, job creation and innovation.  These key industries in Palm Beach County include:  Aviation/Aerospace/Engineering, Agribusiness, Business/Financial Services, Green Energy, Life Science and Tourism/Recreation/Entertaiment.  Here are some recent updates:

GREEN ENERGY
The Green Energy Council is moving ahead with efforts to establish a green energy business cluster in Palm Beach County. The BDB has launched a new Green Energy Cluster page on the www.bdb.org website and the preliminary draft of the green energy collateral piece is in development. The document will be sent to businesses that may be interested in moving to Palm Beach County.

David Peters, Chairman of the Cluster's Recruitment subcommittee has identified four states as targets for recruiting companies: Connecticut, Massachusetts, New Jersey and New York. David, from Hanson Professional Services, provided the cluster with an extensive list of companies out side Florida in the green energy sector. Subcommittee members also discussed strategies for contacting prospect companies that wish to relocate or expand to Palm Beach County.

Pam Nolan from the Palm Beach County Economic Development Office gave an update on Palm Beach County's application for $6.58 million in federal stimulus dollars for green energy programs. $1.3 million would be used to establish a Revolving Loan Fund and Equity Seed Capital Program for emerging Green Technology Companies and Energy Efficiency projects. Members are encouraged to attend the BDB's Encompass Innovation Series on Thursday, August 27th at the Boca Raton Marriott. The program will feature three of Palm Beach County's industry clusters: Energy, Information Technology and Headquarters. Click here for more details.

International Trade and Business Development - The BDB, in partnership with Enterprise Florida, is continuing to focus its efforts on international trade and business development. The BDB and Enterprise Florida also collaborate with the Beacon Council and Broward Alliance in an effort to promote the region to foreign businesses.

 
International Trade Leads -
Florida manufacturers, distributors, exporters, and professional services providers can connect with companies from around the world through the Enterprise Florida International Trade Leads program.

Target Sector Trade Event Grants - Enterprise Florida, Inc. (EFI) is launching a new trade promotion initiative - the Target Sector Trade Event Grants program.  The program helps companies showcase their products in U.S. Certified trade exhibitions and selected Florida trade shows in key markets worldwide.

The Target Sector Trade Event Grants program will provide event-specific grants on a reimbursable basis to eligible small companies (500 or less employees) in one of Enterprise Florida's target sectors.  Click Here to learn more.

BDB's 3rd Quarter Office/Industrial Realtor's Round Table - Approximately 60 BDB members from the commercial/industrial real estate sector and representatives from allied companies attended the BDB's Quarterly Office/Industrial Realtors Round Table on June 10, 2009 held at the new West Palm Beach City Hall complex.  Mayor Lois Frankel welcomed the group and gave an overview of the new City Hall building and adjacent library.

BDB President & CEO Kelly Smallridge gave a Power Point presentation on new BDB initiatives and upcoming events. She shared that BDB has closed 10 projects to date that will create 268 new jobs, $11.7 million capital investment, $3.7 million in total tax revenue and nearly $147 million in total output.

An expert panel comprised of Rick Abedon - Navarro Lowrey, Peter Applefield - Applefield Waxman, Randy Bongard - First Industrial Realty Trust, Neil Merin - NAI Merin Hunter Codman, William Reichel - Reichel Realty & Investments and Christopher Thomson - Cushman Wakefield discussed current trends in the commercial office and industrial sector. The program concluded with open discussion among panel members and the audience moderated by Kelly.

Labor Market and Unemployment in Palm Beach County - June 2009 

vTotal Nonagricultural Employment decreased by 11,300 jobs since May.
vTotal Nonagricultural Employment over the year reflected an overall net loss of 25,000 jobs and a percentage decrease of       -4.6%.
vOver-the-year, employment decline of 1,000 jobs or more occurred in:

vAmbulatory Health Care Services had the highest over-the-year growth rate of 2.2% with a total of 700 jobs added.  Specialty Trade Contractors had the highest over-the-year rate of decline of   -19.8% with a net loss of 4,800 jobs.  Local Government employment added 800 jobs over the year with a current growth rate of 1.7%.

Our County in the Region - 
 
All counties in the region had a loss in over-the-year employment.  The West Palm Beach Division (Palm Beach County), of the Miami-Ft. Lauderdale-Pompano Beach Metropolitan Statistical Area (MSA) had the highest rate of decline within the region (-25,000 jobs/-4.6% decline), the Ft. Lauderdale-Pompano Beach-Deerfield Beach Division had a decline of (-34,200 jobs/-4.4% decline), and the Miami-Miami Beach Kendall Division had a decline of (-37,200 jobs/-3.6% decline).
